|Since its creation in February 2012, the Department of Statistics & Programme Implementation (DOSPI) has completed three years of functioning. The generation and dissemination of reliable statistical data in a timely and systematic manner and monitoring of various ongoing schemes under Programme Implementation remains the fundamental objective of the Department. The regular works of the Bureau of Applied Economics & Statistics (the only Directorate under its administrative control) include assessment of State Domestic Product (SDP), District Domestic Product, Index of Industrial Production (IIP), Consumer Price Index (CPI), a publication of the Economic Review, State and District Statistical Handbook and Estimation of Area, Yield & Production of 19 major crops etc. |
The West Bengal State Strategic Statistical Plan (WBSSSP) launched by this Department at the instance of the Ministry of Statistics & Programme Implementation (MOSPI) has reached the third year of its operation. Strengthening of the 20 key statistical activities (listed in Annexure 1 below) continues to remain the primary aim of this plan. Under the SSSP scheme, the Department has undertaken the task of streamlining the coordination and management activities in the state and development of Statistical Infrastructure. Improvement of Statistical operations (especially those supporting the cause of improvement in the quality and dissemination of Statistical data) is the other objective.
Construction of Civil infrastructure has been another mandate in the SSSP scheme. The Department is in the process of implementing an ambitious e-governance project, a crucial component under SSSP and 13th FC grant with a view to implement e-connectivity. With the approval of the IT & E Dept., Five Servers and 10 TB storage space in the State Data Centre (S.D.C.) has already been installed. The System Requirement Specifications (SRS) under phase-I has been completed. The ORACLE Software has also been procured and installation completion certificate has been submitted by the SI at SDC. The Department is implementing a Central Sector Scheme of “Urban Statistics for HR and Assessments (USHA)” as part of Rajiv Awas Yojana(RAY), for development and maintenance of a national database, MIS and knowledge repository relating to urban poverty, slums, housing, construction and other urbanisation-related statistics.
It seeks to especially support the effective implementation of Rajiv Awas Yojana(RAY) and Jawaharlal Nehru National Urban Renewal Mission(JNNURM). Its key objective is to prepare an information base and knowledge inputs for the purpose of planning, policy-making, project design, formulation, implementation, monitoring and evaluation, particularly in the context of programmes relating to urban poverty, slums and housing.DOSPI has been entrusted with the task of data collection of schemes under implementation in various Departments of this Government. This department is monitoring the performance of the 20-point Programme (TPP) on the basis of information received from the districts and various departments. Apart from this, some important information on flagship programmes of the State Governments are being yearly compiled and collated after the collection of data from the districts. The other major activity relating to Programme Implementation also includes an assessment of monthly reports of the District level Development & Monitoring Committee and taking up issues with different Departments/govt bodies which require State level interventions. Different statistical reports and publications covering various economic and financial aspects are also released from time to time by this Department after successful completion of the work.
The 71st Round of National Sample Survey work on Health & Education was completed in June 2014 and the fieldwork for 72ndround will be completed by June 2015. The Consumer Price Index (CPI) for 10 centres of West Bengal including Kolkata Centre has been released up to January 2015 and Wholesale Price Index (WPI) up to the month of June 2014 are already released. The Index of Industrial Production (IIP) is ready up to December 2014. The publication of the Annual Plan is underway. DOSPI has also come up with the report on the Gross State Domestic Product (GSDP) for the year 2013-14. State Statistical Handbook 2013 is ready and District Statistical Handbooks 2013 for 11 districts have been published and the rests will be released very soon.
Through the activities of the Bureau, this Department has been working to evolve some process for fundamental change in the existing demand-driven data production system in order to generate adequate, timely, credible and coherent statistics and in the coming years will play a major role in contributing towards the improvement of the Statistical System in the State and developing a comprehensive e-networking database.
